What is an explanatory memorandum?

Since 1997 any treaty laid before the UK Parliament has to be accompanied by an explanatory memorandum (EM). The aim of an EM is to provide information about the treaty.

EMs are available on the FCO web site - www.fco.gov.uk/en/about-us/publications-and-documents/treaty-command-papers-ems/ from 1997 onwards.
